HCAG has developed a number of policies to guide its operations and activities.

Relationship with Councillors

HCAG P-01 Relationship with Councillors – issued March 2021

HCAG shall only work with the councillor of the ward in which the matter at hand is located.

HCAG shall only work with other councillors if:

  • they are specifically invited by the relevant ward councillor to do so
  • where the matter or issue is broader than a single ward.

Where required HCAG shall work with the relevant council officers regardless of ward.

Recognition of Authority within Council

Elected council

HCAG recognises the elected council as the only authority within Council to pass, (that is ratify by a majority vote) council policies.

HCAG recognises that council officers are usually, but not always, responsible for the development of policy proposals, but those proposals are not policies until debated, modified if the elected council so directs, and ratified through a majority vote.

HCAG regards any proposals that are acted upon but not so ratified as being practices and not policies.

Council administration and council officers

HCAG recognises the council administration and council officers as responsible for:

  • enacting ratified policies
  • administration and day to day management of the operational area of Council.
